Mbi KEDP-në
Si rezultat i dialogut midis CIDA-së dhe Protektoratit të KB-së, është marrë miratimi i Ministrit për të financuar një projekt arsimor në Kosovë, dhe kështu në vitin 2001 është themeluar Projekti për Aftësimin e Mësimdhënësve Kosovarë (KEDP), si komponentë e parë e asaj që do të bëhej EDP.
Gjatë tri viteve të para të implementimit, KEDP ka arritur progres të konsiderueshëm në disa fusha të veprimit - duke përfshirë zhvillimin e kapaciteteve për përpilimin e politikave për aftësimin e mësimdhënësve në studimet themelore dhe aftësimin e mësimdhënësve pa shkëputje nga puna; fillimin e aftësimit profesional të mësimdhënësve dhe administruesve arsimorë duke zbatuar modelin e trajnimit të trajnuesve dhe duke përfshirë në trajnime më se 4,000 mësimdhënës, në mesin e të cilëve edhe pjesëtarë të grupeve të ndryshme etnike; themelimin e Fakultetin e Edukimit në Universitetin e Prishtinës - një nga vetëm dy fakultete të tilla në Ballkan - në të cilin programet për mësimdhënësit e nivelit parashkollor, fillor dhe të mesëm të ulët janë hapur në tri gjuhë; dhe integrimin e zhvillimit social si komponentë e ndryshimeve arsimore, përfshirë barazinë gjinore, pjesëmarrjen e minoriteteve dhe pjesëmarrjen e të rinjëve. Në vitin 2003, CIDA ka miratuar vazhdimin tre-vjeçar të KEDP-së për të vazhduar me programe deri në vitin 2007.
Konteksti i Reformës Arsimore
Konteksti për aftësimin e mësimdhënësve ka ndryshuar në masë të konsiderueshme që nga fillimi i veprimtarisë së KEDP-së në vitin 2001 - duke përfshirë disa ndryshime kryesore të cilat janë rezultat i punës së KEDP-së. Pas administrimit të përkohshëm të sektorit të arsimit nëpërmjet UNMIK-ut, në vitin 2002 u themelua Ministria e Arsimit, Shkencës dhe Teknologjisë (MASHT). MASHT-i, si institucion i ri, në fillim ka hasur në vështirësi të shumta. Me mbështetjen e KEDP-së, Ministria ka zhvilluar kapacitete solide për menaxhimin dhe administrimin e sistemit arsimor, dhe ka treguar përkushtim të madh ndaj zhvillimit profesional.
Me themelimin zyrtar të Fakultetit të Edukimit në Universitetin e Prishtinës, të cilin e ka mbështetur KEDP, përgatitja e mësimdhënsve para shërbimit në Kosovë (d.t.th. përgatitja e mësimdhënësve të rinj) poashtu ka kaluar në një model i cili është në përputhshmëri me standardet evropiane.
Programet e KEDP-së

EDP Overview
The Educator Development Program (EDP) is a regional initiative funded by the Canadian International Development Agency (CIDA). EDP supports educational reform in South Eastern Europe (SEE) by strengthening local capacities of educational leaders at the teacher, school, administrative, and ministry level. Currently, EDP has three project offices in Belgrade, Pristina, and Podgorica that support tailored programming for educational leaders in each area.
Background to EDP
The goal of EDP is to contribute to the development of sustainable, reformed, learner-lefted, gender-sensitive education systems that are inclusive, that contribute to the development of a culture of peace in SEE, and that meet European standards.
CIDA initiated education programming in SEE in 2001 with the approval of the Kosovo Educator Development Project (KEDP), implemented by Universalia and the University of Calgary, Canada. In 2003, CIDA approved a regional program, the Educator Development Program (EDP), incorporating both KEDP and a new Serbia Educator Development Project (SEDP). In 2004, CIDA approved a third project under EDP, the Montenegro Educator Development Project (MEDP).
EDP Programming
EDP is in essence a capacity-building program that aims to strengthen the knowledge, skills, and abilities of individuals and organizations involved in the education reform process, in particular those groups responsible for professional development of educators and educational administrators.

About KEDP
As a result of dialogue between CIDA and the UN Protectorate, Ministerial approval was obtained to fund an education project in Kosovo and the Kosovo Educator Development Project (KEDP) was initiated in 2001 as the first component of what was to become EDP.
During the first three years of implementation, KEDP made significant progress on a number of fronts - including building capacity for policy development related to pre- and in-service educator development; introducing professional development for teachers and education administrators using a train-the-trainer approach and reaching over 4,000 educators including members from all ethnic groups; establishing a united Faculty of Education at the University of Pristina - one of only two in the Balkans - where programs for pre-primary, primary, and lower secondary teachers were introduced in three languages; and, introducing social development as a component of educational change including gender equality, minority participation, and youth participation. In 2003, CIDA granted a three-year extension to KEDP to continue programming into 2007.
Education Reform Context
The context for educator development has changed considerably since KEDP began operations in 2001 - including some key changes that are attributable to KEDP's work. Following the temporary administration of the education sector through the UNMIK, the Ministry of Education, Science and Technology (MEST) was established in 2002. As a new institution MEST initially faced numerous challenges. With KEDP support, the ministry has developed solid capacities for managing and administrating the education system, and has demonstrated a strong commitment to professional development.
With the establishment of a formal Faculty of Education at the University of Pristina that was supported by KEDP, the pre-service landscape in Kosovo (i.e. the preparation of new teachers) has also shifted to a model more consistent with European standards.
KEDP Programming

KEDP Final Celebration
"Celebrating Education Change in Kosovo"
After six years of supporting educational reform in Kosovo, the Canadian International Development Agency-funded Kosovo Educator Development Project (KEDP) completed its operational mandate in March 2007. To celebrate the success of the project, the KEDP partners - the Kosovo Ministry of Education, Science and Technology (MEST), the University of Pristina (UP) and the UP Faculty of Education (UPFE) - and the KEDP planned and hosted a series of events held between March 26th and 29th, 2007 in seven different regions in Kosovo.

These half-day regional celebration events were built around a focus question - ‘What have we learned through working with KEDP during the past 6 years?’ At each event, a range of students, teachers, school directors, FE professors, FE students, teacher trainers, LDSHP instructors, FE leaders, and MEST leaders, eagerly shared their learning experiences through speeches, presentations, posters, and theater performances. By the end of the week, approximately 950 had come out to celebrate their progress on educational reform in Kosovo.

The KEDP celebration week culminated with a closing conference organized and funded by MEST and the UP at the Grand Hotel in Pristina. This ceremony brought together the key partners of KEDP and other relevant stakeholders who shared their final reflections, lessons learned, and shared thoughts on the plans for the further education development processes in Kosovo. This event was attended by over 200 people including the UN SRSG, representatives from the President’s office, The Prime Minister’s office, The Assembly committee for education, Minister of MEST, UP Rector, other donors and local and international NGO’s that KEDP worked with, local teacher trainers, mentor teacher trainers, LDSHP instructors, SREOs, other MEST officials, FE Professors, SAPD students, and scholarship recipients.

The achievements celebrated during this last week are your achievements, the product of your dedication and vision for educational reform in Kosovo.
