How is your organisation supporting the education sector in Kosovo? What are the existing projects?
Swiss Government is supporting the education sector since 2000, mainly in improving vocational education and training system, initially with the project “Job-Oriented Modular Training (JOMT)”. The project supported training for instructors, trainers and school directors, the development of relevant curricula and the start of the process for the development of a certification system.
The current VES project adopted a learning approach for the workshop based training components and it introduced a practice firm approach for economic schools. The goal is to contribute toward the fundamental modernisation and permanent strengthening of the vocational training system in Kosovo. Swisscontact is working closely with the responsible state authorities and vocational schools to achieve this goal.
The project focuses primarily on practical training, and for this purpose, modular learning projects were developed for technical occupations and in the business and administrative fields for virtual companies. Swiss and German professionals with teacher training and experience handle the development of the training concepts and training of Kosovo teachers. The centre of focus of the training is on professional standards as well as the students themselves, and success is thus guaranteed.
Although the project concentrates on the formal 3-year vocational training programme, it supports the schools in their efforts to provide the learning projects in a more concentrated form to adults as well. Courses that have already been conducted, including some that were conducted on behalf of the Kosovo electricity company KEK, confirm the quality and the market orientation of the courses as well.
Since 2006 the project has also been supporting the establishment of an e-learning system for vocational schools. Standardised e-learning courses, such as the European Computer Driving Licence ECDL, are offered via edukimi.net, a web-based learning platform. Where no internet access is available, it is possible to work through the course using CDs that are provided to support self-study. In on-site attendance phases, the learning material is treated in more depth and students can apply their knowledge practically.
With the support of the project the vocational schools have already ventured to take the first steps from their previous shadowy existence and are confidently presenting themselves and their learning products at industrial and consumer trade shows in Pristina, thus establishing contacts with the enterprises and thereby achieving reciprocal communication regarding the quality and market orientation of the training. Arrangements are also made for internship positions for trainees as well as continuing education courses for employees in medium-sized businesses.
