Vocational Education Division
Vocational Education presents the administrative and vocational component of the higher secondary education or the 3 level. The main responsibility of the sector is to run all the administrative works, like: planning and preparation of the regulations proposals for the vocational schools functionality according to the Law on Secondary Education, Law on Vocational Education and Training, identification of needs, school data collection and the proposals for different measures for advancing the vocational education.
It contacts, according to the requirements, the governmental and non-governmental institutions, to investigate the needs of the labor economy with the aim to link the vocational education with the needs of the Kosova economy.
Also, in cooperation with the Curricula Developing Sector, it develops the educational curricula in accordance with the vocational education different profiles. It also cooperates even with the Legal Office, Inspection Office, Coordination Sector with Municipalities and Information Unit.
Vocational Education System that many countries inherited from the past has been one of the options for the students with a lower success. So the low status of the vocational education and the fact that the result of its programs was not so clear made it less attractive for the students. Even though it’s an important part of every modern education system.
Creating the election within the cycle of higher secondary education, as regards to vocational education, which are mainly focused to the respective customs and are used as a response to the requirements of the employer, now is one of the advantages for the education systems in the countries of European and Central Asia.
Vocational Secondary Education, meaning Vocational Schools, as the main aim has the preparation of the staff for the labour market, and according to the vocational education strategy and law on vocational education and training it offers even the possibility for its application in the post secondary higher education and university education.
The duration of the vocational higher secondary education, as a part of the pre-university education, is leveled in 3 levels. First level includes the grade 10+11. This level offers a basic qualification and enables the employment at the labor market as a semi qualified worker. The second level, is a continuity of the first level, and includes grade 12 and offers employment at the labor market as a qualified worker.
In these two first levels a professional and competent staff can be created for a qualified work at the labor market, but doesn’t guarantee the academic preparation for a successful studies in university. The reason is that to fulfill the needs of the labor market, the curricula of these schools has 60% theory and only 40% professional practice. It doesn’t mean that they don’t have the right for further advance in career. In order no to avoid the students from education, in the strategy of vocational education in 2002 its predicted a link between vocational education and university education. There for the concept of the 13th grade is drafted, which offers to the students two possibilities: 1)to get the vocational Matura which opens the chance for university and 2)to get the third level of the qualification at vocational education which provides better chances for employment and opens the doors for a fourt level which leads to the qualification as a Technician. The last one is planned to be realized in the two following years in Kosova. By the vocational law is proposed that Kosova needs the development of the pos secondary education, like the colleges of applicative sciences, so the successful students of the vocational education will have more possibilities for the developing their professional career. This form of the vocational education is the practice of many European countries.
We are sure that we are in the right way to build a flexible system of vocational education and training which will facilitate the work and life for everyone in the future, and which will be in accordance with a lot of systems of the EU countries.
Kosova National Qualification Draft Law aims to set a qualitative system, to contribute in the developing the abilities for work and an active citizenship for youths and adults, a system providing vocational qualifications accordance to the economic and social conditions in the country in the context of regional and European integration.

Drafting these documents is a result of an intensive dialog and reflecting process for planning by the Doublin Group (consisting by the state authorities, social partners and civil and social institutions), Dublin Group was supported technically and financially by European Training Foundation (ETF), European Agency for Reconstruction (EAR), and OSCE.
The process of the drafting these documents is made through a wide range of meetings, trainings in Kosova and a study visit in Ireland. The conclusions are set out by the whole group in consultations with the wide range of experts by the different main organizations. This brought to the wide consensus of the thoughts and ideas for the development of vocational qualification and a National Qualification Framework in Kosova. We consider that the recommendations in this document will enable a good basis for the implementation of the EU Copenhagen Declaration in Kosova, and if its going to be developed further, it will enable a good step towards the European integration.
NQF will bring all kinds and levels of qualifications and certifications within the structure according to the European Qualification Framework. Qualifications will enter into the Framework only if they fulfill the quality criteria as determined and led by NQA. This will be of special significance for those Kosovar students who study abroad and return to work here and for the Kosovars who want to work in other states where the EQF is used.
Moreover, NQF will be an important element in the support of the identification of needs for skills and lacks of skills to undertake the effective steps to fulfill them.
The three days workshop for the NQF is organized on 17-19 October 2007 with the different representative providers who profits from the NQF, where it was discussed for the actual state of NQF and especially for the level 5.
From MAST is asked that a working group to be established in order to put forward these activities which came out of the NQF workshop and other issues which were discussed with regards the creation of NQF. This group is created afterwards which consist all the important members who took part in NQF: Dublin Group, Agency for Accreditation of Higher Education, VETC, General Education, General Education, Adult Education, Education for special needs and other social partners.
During the workshop there were identified these objectives:
In 56 vocational schools the curricula implementation is happening for 92 profiles in 17 vocational fields.
All these experts were supported financially by GTZ and MEST. The main aim of this curricula review was to improve them from the comments and remarks by teachers and schools and the modular approach for the practical work as criteria for achieving the standards based on vocational know-how, skills and competences. All the coordinators are trained for the modular approach by Albanian expert Alqi Mustafai, from the Albanian Institute of Pedagogy.
While for drafting the final exams for 10 profiles are engaged 40 experts, 10 coordinators, 20 members and 10 consultants. The coordinators are trained by the same expert for the final exams, and made a study visit in the Shkozeti school in Albania in order to achieve the knowledge how to draft the final exams.
Both experts groups worked according to the Action Plans prepared by SAP.

An Understanding Agreement is signed between MEST, Swisscontact and Ekonet.
With the support of Swisscontact and Ekonet the exercising firms are established in Prishtina, Ferizaj, Peja and prizren and from September such firms have been opened to another schools (Mitrovica, Gjilani, Gjakova and Besiana).
The exercising firms are model of an existing enterprise. The model enables that the exercising materials can be reproduced in a real economic enterprise and by this they make them transparent for the education process.

Schools included at the project: vocational secondary school Ali Hadri-Peje, economic secondary school Ymer Prizreni-Prizren, economic secondary school :Faik Konica” Ferizaj and many other firms has been opened in Besiana, Gjilani, Gjakova and Kijeva.
In the economic secondary school “Hoxhe Kadri prishtina” in Prishtina, three firms made the fusion;
First and second practical firms train the regular students of the grade XI-XII in the vocational practice within this school, while the third firms train the adults.
Law on the Kosova National Qualification Framework
Objective: development and implementation of a NQF. Referring the Doublin Group in 2005, MEST has determined the development of NQF as the main priority for 2006/2007.
The need for this law is great because this law will bring the system in harmony with the existing recommended practices of EU. It will create good practices in some of the aspects of education and training in Kosova. NQA needs to ensure that the NQF can answer the needs of business and social society.
For the implementation of the ten years strategy for the career orientation is signed the understanding agreement by the minister of education, work and youth in 2005.
The development of strategy is supported by AER-KOSVET and its implementation will be monitored from the local forum for career orientation in education.
Since January 2007, the activities are focused in the establishing and starting the work of Resource center for career orientation, which is located at the ILO`s offices.
Resource center for the career orientation will be joined with the EU Euro Guidance Network. The technical assistance by AER provided a lot of document materials.
Creating the Council for Vocational Education and Training
Law on vocational education and training is approved since April of last year, and in the chapter IV, sections 13, 14, 15has foreseen the establishment of vocational bodies.
During this 6 months period with the support of Kosvet program (AER) is established this Council and is made the appointment of the Council members by a decision signed by the Minsiter of MEST. The composition of this Council is as in the following:
